IBM Connect/Lotusphere/Kenexa World academic pricing

I applaud IBM for providing large discounts to academic attendees for IBM Connect, Lotusphere and Kenexa World. However, I am still baffled as to why this has never been extended to elementary, middle and high school districts that run IBM Domino and other software.
Academic Policy (IBM Connect)
Eligible attendees can register to attend for $1295.
Proof of academic standing required at check-in.
Students: valid student ID and copy of class schedule showing 12 units or credits required at check-in.
Faculty (full-time professors): valid, accredited university ID, required at check-in.
Failure to produce proof of your academic status will result in a charge of the full registration fee of $2,195. Please contact customer service for questions about this policy.
I know of a few remaining school districts, from the numerous there used to be, in the United States that run some of this software but are not extended to the same rate as Universities. They are customers, often running IBM Domino, Lotus Traveler, IBM Sametime and even IBM Connections.
This has been asked a few times at IBM Connect and formerly Lotusphere but a good solid answer has never been delivered. Why do I bring this up? Because I have some customers that are K-12 US school districts that want to send people, expand their architecture and learn but cannot justify the normal customer pricing when they see Universities get such a large discount.
